Emergency preamble. Whereas, Acts of the Legislature do not become
effective until 90 days after adjournment unless enacted as
emergencies; and

 
Whereas, Maine law providing food stamps to needy legal aliens
will terminate on June 30, 1999 unless action is taken prior to
that date; and

 
Whereas, individuals who lose this assistance will suffer from
hunger as a result of the repeal of that law; and

 
Whereas, the cost of providing food to these needy individuals
will likely be shifted to Maine's cities and towns through their
local general assistance programs; and

 
Whereas, in the judgment of the Legislature, these facts create
an emergency within the meaning of the Constitution of Maine and
require the following legislation as immediately necessary for
the preservation of the public peace, health and safety; now,
therefore,

 
Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. 22 MRSA §3104-A, sub-§4, as enacted by PL 1997, c. 731, §1 and
affected by §3, is repealed.

 
Emergency clause. In view of the emergency cited in the preamble,
this Act takes effect when approved.

 
SUMMARY

 
This bill provides for the continuation of food stamp
assistance to low-income legal aliens after June 30, 1999.
