| | Sec. 1. Task force established. Resolved: That the Task Force to | Determine the Effectiveness and Quality of Care of In-home Care | Services, referred to in this resolve as the "task force," is | established; and be it further |

| | Sec. 2. Membership. Resolved: That the task force consists of the | following 6 members: |
|
| A. One Legislator, appointed by the President of the | Senate; |
|
| B. One Legislator, appointed by the Speaker of the House; |
|
| C. Three people who are consumers of in-home care services, | appointed by the Commissioner of Human Services; and |
|
| D. One person who represents the home health care industry; | and be it further |
|
| | Sec. 3. Chair and officers. Resolved: That the task force shall choose | one of its members to serve as chair. The task force may select | other officers and designate their duties; and be it further |
|
| | Sec. 4. Appointments; meetings. Resolved: That all appointments must be | made no later than 30 days following the effective date of this | resolve. The first meeting of the task force must convene no | later than October 1, 1999. The task force may hold up to 6 | meetings; and be it further |

| | Sec. 5. Duties. Resolved: That the task force shall study the | following aspects of the acute and long-term home care industry: |
|
| A. The extent to which the needs of the State's elderly | population are being served by the industry; |
|
| B. The quality of services delivered by the industry; |
|
| C. The outcomes of services delivered by the industry; |
|
| D. The retention of staff and other issues related to | staffing, including wages and salaries; |
|
| E. The costs of administering home health care; and |
|
| F. The financial condition of the industry; and be it | further |
|
| | Sec. 6. Staff. Resolved: Upon approval of the Legislative Council, | the Office of Policy and Legal Analysis shall provide necessary | staffing services to the task force; and be it further |
