Sec. 1. Task force established. Resolved: That the Task Force to Study
the Simplification of the School Funding Formula, referred to in
this resolve as the "task force," is established; and be it
further

 
Sec. 2. Task force membership. Resolved: That the task force consists
of community leaders, one from each county and one administrator
from the University of Maine System. Members of the task force
may not be Legislators or educators. The county designees and
the administrator position from the University of Maine System
must be chosen by the following groups after a drawing is held to
determine which group is to appoint the designee. The Executive
Director of the Legislative Council shall conduct the drawing.
The 17 members are selected as follows:

 
1. Three members appointed by a caucus of the Democratic
Party of the House of Representatives;

 
2. Three members appointed by a caucus of the Republican
Party of the House of Representatives;

 
3. Three members appointed by a caucus of the Democratic
Party of the Senate;

 
4. Three members appointed by a caucus of the Republican
Party of the Senate; and

 
5. Five members appointed by the Governor; and be it further

 
Sec. 3. Appointments; meetings. Resolved: That all appointments and any
designations must be made no later than 30 days following the
effective date of this resolve. The Executive Director of the
Legislative Council must be notified by all appointing and any
designating authorities once the selections have been made.
Within 15 days after the appointment or designation of all
members, the Chair of the Legislative Council shall call and
convene the first meeting of the task force. The task force
shall select a chair from among its members. A quorum consists
of a majority of those appointed; and be it further

 
Sec. 4. Duties. Resolved: That the task force shall develop a school
funding formula that provides for the fair and equitable
distribution of funds to schools throughout the State. The
formula must be structured in such a way that the funding process
and distribution of funds are easily understood by people
throughout the State; and be it further

 
Sec. 5. Staff assistance. Resolved: That the task force may seek
staffing assistance from the Legislative Council; and be it
further
