| | Sec. 2. 23 MRSA c. 26 is enacted to read: |

| EAST-WEST HIGHWAY AUTHORITY |
|
| | As used in this chapter, unless the context otherwise | indicates, the following terms have the following meanings. |
|
| | 1.__Access roads. "Access roads" means any and all roads or | highways in the state highway system, including bridges, | overpasses and underpasses, that directly or indirectly__connect | with the East-West Highway and that have been designated as such | by the Department of Transportation. |
|
| | 2.__Authority. "Authority" means the East-West Highway | Authority as established by Title 5, section 12004-F, subsection | 1-A. |
|
| | 3.__Bond. "Bond" or "bonds" means and includes a bond or note | or other evidence of indebtedness authorized under this chapter | whether issued under or pursuant to a bond__resolution, trust | indenture or loan or other security agreement. |
|
| | 4.__Commissioner.__"Commissioner" means the Commissioner of | Transportation. |
|
| | 5.__Department. "Department" means the Department of | Transportation or its successor. |
|
| | 6.__Department project. "Department project" means the | rehabilitation, reconstruction or construction of any highway or | bridge on the state highway system determined by the department | and the authority to have a sufficient relationship to the | public's use of the highway in accordance with section 1999-A, | subsection 6. |
|
| | 7.__East-West Highway. "East-West Highway" means the roadway | constructed by the East-West Highway Authority between Calais and | the border of New Hampshire and an extension of the primary |
