| | Emergency preamble. Whereas, Acts and resolves of the Legislature do | not become effective until 90 days after adjournment unless | enacted as emergencies; and |

| | Whereas, Knox County has limited space to provide for a District | Court; and |
|
| | Whereas, the need exists for an expanded District Court in Knox | County; and |
|
| | Whereas, in the judgment of the Legislature, these facts create | an emergency within the meaning of the Constitution of Maine and | require the following legislation as immediately necessary for | the preservation of the public peace, health and safety; now, | therefore, be it |

| | Sec. 1. Authorize borrowing of money. Resolved: That the Knox County | commissioners are authorized to borrow and expend a sum not to | exceed $2,500,000 for construction or renovation of a District | Court and office areas in Knox County. |

| | The Judicial Department shall reimburse the Knox County each | year over a 20-year period for the full amount of the bonded | indebtedness for the construction or renovation of a facility and | for annual maintenance and janitorial services. Costs of | maintenance and janitorial services to be mutually agreed upon by | the county and the State, with annual inflation adjustments built | into the amount, must be reimbursed to the county each year. |

| | Emergency clause. In view of the emergency cited in the preamble, | this resolve takes effect when approved. |

| | This resolve authorizes the Knox County commissioners to | borrow up to $2,500,000 for the construction or renovation of a | District Court and office areas in Knox County. The Judicial | Department is responsible for reimbursing Knox County for all | debt service costs as well as the annual maintenance and | janitorial services associated with the District Court facility. |
