| Sec. 1. Rulemaking. Resolved: That by November 1, 1999 the |
| Department of Mental Health, Mental Retardation and Substance |
| Abuse Services shall adopt rules regarding alcohol and drug |
| treatment programs to do the following: allow program staffing |
| by licensed personnel, eliminating the requirement that staff be |
| full-time counselors; and allow persons to be employed as |
| clinical supervisors who are qualified through licensure, |
| certification or registration, as required by state law and |
| administrative rule. Rules adopted pursuant to this resolve are |
| major substantive rules as defined by the Maine Revised Statutes, |
| Title 5, chapter 375, subchapter II-A. |
