| | | Whereas, it is important that State Government gather and | | analyze information about retirement options; and |

| | | Whereas, the task of studying retirement options information and | | interrelationships is complex requiring commencement as soon as | | possible; and |
|
| | | Whereas, in the judgment of the Legislature, these facts create | | an emergency within the meaning of the Constitution of Maine and | | require the following legislation as immediately necessary for | | the preservation of the public peace, health and safety; now, | | therefore, be it |

| | | Sec. 1. Commission established. Resolved: That the Commission to Study | | the Interrelationship among the Maine State Retirement System, | | Social Security and Tax-advantage Accounts, referred to in this | | resolve as the "commission," is established; and be it further |

| | | Sec. 2. Membership. Resolved: That the commission consists of 12 | | members appointed as follows: |

| | | 1. The Executive Director of the Maine State Retirement | | System or the director's designee; |
|
| | | 2. Two teachers who are members of the Maine State Retirement | | System, appointed by the Governor; |
|
| | | 3. Two state employees who are members of the Maine State | | Retirement System, appointed by the Governor; |
|
| | | 4. A pension specialist, appointed by the Governor; and |
|
| | | 5. Six Legislators, appointed jointly by the President of the | | Senate and the Speaker of the House; and be it further |

| | | Sec. 3. Appointments.
