Emergency preamble. Whereas, Acts and resolves of the Legislature do
not become effective until 90 days after adjournment unless
enacted as emergencies; and

 
Whereas, it is important to present and future retirees that
they have the most effective retirement options legally and
reasonably available; and

 
Whereas, it is important that State Government gather and
analyze information about retirement options; and

 
Whereas, the task of studying retirement options information and
interrelationships is complex requiring commencement as soon as
possible; and

 
Whereas, in the judgment of the Legislature, these facts create
an emergency within the meaning of the Constitution of Maine and
require the following legislation as immediately necessary for
the preservation of the public peace, health and safety; now,
therefore, be it

 
Sec. 1. Commission established. Resolved: That the Commission to Study
the Interrelationship among the Maine State Retirement System,
Social Security and Tax-advantage Accounts, referred to in this
resolve as the "commission," is established; and be it further

 
Sec. 2. Membership. Resolved: That the commission consists of 12
members appointed as follows:

 
1. The Executive Director of the Maine State Retirement
System or the director's designee;

 
2. Two teachers who are members of the Maine State Retirement
System, appointed by the Governor;

 
3. Two state employees who are members of the Maine State
Retirement System, appointed by the Governor;

 
4. A pension specialist, appointed by the Governor; and

 
5. Six Legislators, appointed jointly by the President of the
Senate and the Speaker of the House; and be it further

 
Sec. 3. Appointments. Resolved: That all appointments must be made no
later than 10 days following the effective date of this resolve.
Upon making their appointments, the appointing authorities shall
notify the Executive Director of the Legislative Council who
shall call and convene the first meeting of the commission no
later than August 15, 1999. At the first meeting,
