| | | Be it enacted by the People of the State of Maine as follows: |

| | | Sec. 1. 12 MRSA §6004 is enacted to read: |

| | | §6004.__New England Fishery Management Council; appointments |
|
| | | The Governor may not nominate for appointment to the New | | England Fishery Management Council, established under 16 United | | States Code, Section 1852 (Supplement II 1996), an individual who | | is, or who has been at any time during the 24 months preceding | | the nomination, a lobbyist employed by an entity whose interests | | are or could be affected by actions or decisions of the New | | England Fishery Management Council. |

| | | As used in this section, the term "lobbyist" has the same | | meaning as in Title 3, section 312-A and includes any person who | | engages in lobbying for the purposes of influencing any action by | | the Legislature or the United States Congress. |

| | | Sec. 2. Application. This Act applies to nominations made on or | | after the effective date of this Act. |
|
| | | This bill prohibits the Governor from nominating a lobbyist | | for appointment to the New England Fishery Management Council if | | that lobbyist is or has been during the previous 24 months | | employed by an entity whose interests could be affected by the | | decisions of the council. |
