Sec. 1. 38 MRSA §1, as amended by PL 1987, c. 655, §1, is further amended by inserting after the first paragraph a new paragraph to read:

Beginning January 1, 2000, a person appointed to perform the duties of a harbor master is required to complete a harbor master training course within one year after appointment.__The harbor master training course must provide at least 12 hours training on the following topics:__state laws relating to the duties and liabilities of harbor masters; marine radio communications; boating laws; harbor management; and federal, state and local mooring laws.__The training course must be certified by a statewide association of harbor masters.

SUMMARY

This bill requires, beginning January 1, 2000, that a harbor master complete a harbor master training course certified by a statewide association of harbor masters within one year of appointment as harbor master.
