Emergency preamble. Whereas, Acts of the Legislature do not become
effective until 90 days after adjournment unless enacted as
emergencies; and

 
Whereas, the Town of Gorham has a number of private wells which
are contaminated by highway construction activity; and

 
Whereas, water mains need to be extended to bring drinkable
water to certain residents; and

 
Whereas, in the judgment of the Legislature, these facts create
an emergency within the meaning of the Constitution of Maine and
require the following legislation as immediately necessary for
the preservation of the public peace, health and safety; now,
therefore,

 
Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. Allocation. The following funds are allocated from the
Highway Fund to carry out the purposes of this Act.

Capital Expenditures$280,000

 
Allocates funds to defray the costs of
extending water lines to a housing development
in Gorham where residential wells have been
polluted by the rupture of a chemical holding
tank, caused by blasting activity during
highway construction undertaken by the
Department of Transportation.

 
Emergency clause. In view of the emergency cited in the preamble,
this Act takes effect when approved.

 
SUMMARY

 
This bill allocates $280,000 to the Department of
Transportation in fiscal year 1999-00 to defray the costs of
extending water lines to a housing development in Gorham where
residential wells have been polluted by the rupture of a chemical
holding tank, caused by blasting activity during highway
construction undertaken by the Department of Transportation.
