Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. 5 MRSA §12004-I, sub-§74-D is enacted to read:

Sec. 2. 29-A MRSA §1766, sub-§3, as amended by PL 1997, c. 786, §6 and
affected by §14, is further amended to read:

 
3. Fee. Stickers are furnished by the Chief of the State
Police at $1.50 each. Fifty cents of the revenue collected from
each sticker furnished by the Chief of the State Police must be
deposited into a nonlapsing, dedicated account.__Revenue
deposited into this account must be used to fund the motor
vehicle inspection program within the Department of Public Safety
and the Safety Inspection Advisory Board.

 
Sec. 3. 29-A MRSA §1766-A is enacted to read:

 
§1766-A.__Safety Inspection Advisory Board

 
The Safety Inspection Advisory Board, as authorized by Title
5, section 12004-I, subsection 74-D, is advisory to the
commissioner.__The board consists of 5 members to be appointed by
the Chief of the State Police: one member from an association
that provides automobile services, one member from an association
of new car dealers, one member from the automobile service
sector, one member from the service department of an automobile
dealership and one member from the State Police.__The board
members serve at the pleasure of the Chief of the State Police
and are entitled to compensation in accordance with Title 5,
chapter 379.__The board shall stimulate active support for
vehicle safety and vehicle safety inspection programs and advise
the Department of Public Safety regarding these issues.__The
board shall report annually its findings and recommendations,
including any necessary implementing legislation, to the
commissioner and to the joint standing committee of the
Legislature having jurisdiction over transportation matters.

 
SUMMARY

 
This bill establishes that additional Highway Fund revenue
collected from an increase in automobile inspection fees enacted
in the last legislative session will be dedicated to the motor
vehicle inspection program within the Department of Public Safety
and to the Safety Inspection Advisory Board, which is established
by this bill.
