Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. 23 MRSA c. 24, as amended, is repealed.

 
Sec. 2. Transition. Any rights, duties, obligations and powers
belonging to the Maine Turnpike Authority are transferred to and
assumed by the Department of Transportation on January 1, 2001.
The department shall submit a report, together with the necessary
implementing legislation, to the Joint Standing Committee on
Transportation no later than January 1, 2000 to accomplish this
transition. This report must include the mechanisms necessary
for the department to assume all the rights, duties, obligations
and powers of the Maine Turnpike Authority by January 1, 2001.

 
Sec. 3. Effective date. Section 1 of this Act takes effect January
1, 2001.

 
SUMMARY

 
This bill abolishes the Maine Turnpike Authority in 2 years
and transfers duties and operation of the turnpike to the
Department of Transportation. The department is required to
submit a plan by January 1, 2000 that will accomplish the
transfer by January 1, 2001.
