| | | Be it enacted by the People of the State of Maine as follows: |

| | | Sec. 1. 23 MRSA c. 24, as amended, is repealed. |

| | | Sec. 2. Transition. Any rights, duties, obligations and powers | | belonging to the Maine Turnpike Authority are transferred to and | | assumed by the Department of Transportation on January 1, 2001. | | The department shall submit a report, together with the necessary | | implementing legislation, to the Joint Standing Committee on | | Transportation no later than January 1, 2000 to accomplish this | | transition. This report must include the mechanisms necessary | | for the department to assume all the rights, duties, obligations | | and powers of the Maine Turnpike Authority by January 1, 2001. |

| | | Sec. 3. Effective date. Section 1 of this Act takes effect January | | 1, 2001. |

| | | This bill abolishes the Maine Turnpike Authority in 2 years | | and transfers duties and operation of the turnpike to the | | Department of Transportation. The department is required to | | submit a plan by January 1, 2000 that will accomplish the | | transfer by January 1, 2001. |
